Standing order say the chair shall upon a resolution

Conduct a review of the performance and annual appraisal of the work of the council staff the clerk is saying she does the appraisal of the staff and the chair only does the appraisal of the clerk do other chairs of parish council just do the clerk’s appraisal or do they do the staff as well

Appraisals are normally completed by an employee's line manager so, if that is the case at your council, your clerk is right.

It just that our standing orders say what I have written above
Depends on whether you council has more employees than the clerk of course. Also a check of the clerks contract of employment should also highlight whether they are required to do appraisals and how they report them to the council as the employer. Standing orders, and employment requirements should all be in harmony and if not then should be reviewed asap and amended by council to work harmoniously.
