Our clerk frequently on the agenda quotes  spending under the Localism Act - but what are the limits of what has to be approved and can be approved by (a) full council or (b) committee?

Can and should a committee make spending decisions without the approval for spending coming back to full council?
Does the clerk require a passed motion from councillors to review and if necessary move money held in accounts to higher  interest earning accounts or can they just do it by simple request?

Your approval and spending limits should be set out in your Financial Regulations and the Terms of Reference of the various committees.  The Council can delegate these powers or not, as they choose.

Similarly, moving money should be a decision of the council, unless it has previously delegated this power to the clerk.
