Recording parish council meetings

Can anyone point me to the relevant legislation that this standing order is based on please? 

Subject to standing order (xx) a person who attends a meeting is permitted to report on the meeting whilst the meeting is open to the public. To “report” means to film, photograph, make an audio recording of meeting proceedings, use any other means for enabling persons not present to see or hear the meeting as it takes place or later or to report or to provide oral or written commentary about the meeting so that the report or commentary is available as the meeting takes place or later to persons not present.

It's the openness to local government bodies regulations 2014.  This act included recording meetings and using the internet.

Fortunately whoever wrote the legislation realised it had to prevent local authorities watering it down

My own Parish Council introduced a “ policy “ about recording which seeks to water down the ability to record
If challenged they’d say it was advisory not compulsory but that’s not what the “ policy “ says

The Chairman was recorded on camera trying to intimidate someone filming a meeting and it was subsequently posted on YouTube but is no longer available
