Depends on the constitution of the association and the PC's donations policy document.

With the General Power of Competence, yes, without limitations. Without the GPoC, yes, in accordance with Section 137 of the Local Government Act 1972, which requires a direct benefit to residents that is commensurate with the sum of money donated. Most local charities and voluntary groups are unincorporated associations.
