My understanding is that it is when a committee is spending over £500, and requires FC permission to spend more.

what do your financial regulations say?  If you are using the model regulations I believe the clerk can spend up to £500 and committees can spend up to £5000 without Full Council approval....

Agree that you  need to check exactly what your financial regulations say but also note that there are some decisions that cannot be delegated to a committee and must be approved/authorised by full council such as the setting of the precept and agreeing the AGAR

But of course it must be remembered that for those figures "recommended" they have to be agreed and accepted by full council in adoption of/or amending the financial regulations.
