When should a councillor disclose a disclosable pecuniary

If a councillors partner works for the council should they disclose their disclosable pecuniary when staff wages are voted on for payment to be paid  to their partners this would mean not voting for the payment and leaving the room

Integrity would need to be at the forefront here. Without having to go into whether the councillor benefits financially themselves with all of the attending fuss of proof etc. it is much better, and in line with Nolan principles to declare an interest and withdraw from the debate and discussion and any voting that takes place. This then removes any accusations of vested interest plain or pecuniary.

We could get into nuance as to what a partner is but in the general meaning of the word partner then they should be shown on the declaration of interests and to me the Councillor should leave the room

This should have been disclosed on the councillors register of interest within 28 days of taking office or the partner taking the job. To not do so is a criminal offence and breach of the code of conduct.
