What is the legally effective date of resignation? Is it the date that the resignation letter is given to the Chair or the date that the Clerk notifies the relevant authority? Or some other???

As far as I understand it is effective on acknowledgement of receipt by the Chair- notification of the resignation is the result of the resignation

I don't think there necessarily needs to be an acknowledgement of receipt by the Chair for the resignation to be effective.  The simple matter of receipt by the Chair is the date of resignation.
Just avoids any misunderstanding and obfuscation or veto by requesting a receipt verification rather than the expense of registered mail.
