the clerk  is telling Councillors that we can not make it public or tell anyone who the complaints is about she is reporting it put wants it in a closed meeting is this correct or should the residents know the a Cllr has had a complaint make about them

A complaint raised with the MO has nothing to do with the council as it is a personal matter between the MO and the councillor. It is a complaint and not a judgement and only the decision arrived at by the MO after reviewing ALL of the evidence ( both sides) will the matter enter the public domain.

The clerk should not even be suggesting any sort of discussion or meeting on the matter until a decision is arrived at by the MO

When I’ve had complaints lodged against me I’ve waived confidentiality
But having said that I don’t really understand your question is it a third party making the complaint or the Parish Council ?
Someone has made a complaint about a Cllr to the monitoring officer we were asked not to disclose the cllrs name put the Cllr him self is going around telling people so not much point in have a closed meeting
As already stated, the matter is no concern of the council until concluded by the MO.  It’s just not your business so leave it alone.
