Just wondering if this is right do insurance companies insist on the clerk being there

Ask for a copy of the insurance schedule where this is stated.  You could be waiting a long time!

As stated get sight of the insurance policy. Then investigate when the council voted on accepting the policy and when councillors had sight of the terms. As your employee to state to the council the evidence of why they have come to such a conclusion.
Insurance questions are one good reason why councils should give grants for such events rather than taking on the actual organising.

To be insured the parish Council need to be the  organising entity - they may delegate a load of work but need the umbrella of the PC. All Parish Council insurers give guidance on events insurance

It’s radical, unpopular and will likely result in threats of Ind Tribunal (considering it is so apparently common a threat, I wonder how often it actually happens?) but what about this simple approach….

Ask the clerk to illustrate WHY this apparently bizarre statement might hold true.
It is not just “OK” for Cllrs to ask questions, challenge the apparently bizarre and to seek to assure VfM, it is a RESPONSIBILITY to do so.

I suspect the Clerk was just worried she wouldn't get an invitation to the party!
Probably absolutely welcome at an open public event, getting paid to attend, well, that’s a different matter….
