A committee meeting has the same requirements as a council meeting as far as notice of meeting and agenda. As for a council meeting the public can attend but can only speak if there is an agenda item stating a set aside time for comments & questions. The chair at any meeting ( council or committee) can allow members of the council to speak if they feel so inclined. There is no legal allowance for the public to speak at a meeting as it is a meeting of the committee or council.
