A Cllr makes a proposal on a agenda item the chair does except it and until the item has more debate

The chairman then asks for proposals the clerk tells him he must expect the first cllrs personal surely now the chairman can ask for new proposals nowthe agenda item has been discussed debate on

I will try   At a meeting last night on an agenda item a Cllr just tried to get it passed and made a proposal to to pass the motion before any one could have a debate about the motion the chair said it had to be debated first he then asked for a proposal the clerk told the chairman that he had to take the proposal that the first cllr proposed not to ask for new proposals put surely if now the motion has been debated he can ask for new proposals

If you check your standing orders, it will explain how matters can be debated and resolved but usually a proposal is made and debated.  If there are any amendments to that proposal, they are voted on first before the substantive proposal is voted upon.  However, there is a world of difference between an amendment and a fresh proposal so an amendment cannot, for example, negate the original proposal (as that would be achieved by simply voting against).  An amendment is just that;  an amendment and not a fresh proposal which might need a entirely new agenda item if it is substantially different from the original.

There is a standing order regarding proper debate (1s in the model)
"Before an original or substantive motion is put to the vote, the chairman of the meeting shall be satisfied that the motion has been sufficiently debated and that the mover of the motion under debate has exercised or waived his right of reply."

What does his right to reply mean is it just making comments about the motion
