If a motion is proposed and seconded can the chair still decide that the motion has not been debated enough and allow it to be debated further

The model standing orders includes the following:-

"Before an original or substantive motion is put to the vote, the chairman of the meeting shall be satisfied that the motion has been sufficiently debated and that the mover of the motion under debate has exercised or waived his right of reply."

Does this mean only the chair should say when the motion can be voted on not for councillors to make a proposal

Yes, it's the role of the Chair to conduct the meeting. Any councillor can propose a vote, but the Chair must be satisfied that it is appropriate.
