At a meeting tonight

Question

Three Cllr wanted to make a proposal Cllrs wanted toknow what the other proposals
were going to be before they had to vote on the first proposal and the second proposal so they could decide which proposal was best the clerk told the chair he could not do that and he would have to have a vote on the first one if the was turned down then we could here second then turn that one down to here the last one
I said that the cllrs should listen to the cllrs debate then they will no what the cllrs proposals will be   Is the clerk right

Are you talking about "proposals" (or amendments? ) to a proposal stated on the agenda. If so you should refer to your standing orders regarding procedures for debate of topics on the agenda. Any such amendments proposed should be made ( and seconded) and the chair should then call for a vote on the proposal amendments individually to the original item. This way all councillors will hear each amendment before voting and the chair can then state the proposal ( on the agenda) is accepted with amendment x or y or all.

If not then a new proposal cannot be introduced at a meeting unless it is on the agenda.
