The question is of course why would the PC want to employ a youth worker? Would their position not be better served by supporting a youth organisation who would employ a youth worker?

The Council can employee anyone they wish. The relevance of the Clerk being Cilca qualified - much as I support it (and being one) - is not a requirement.
