We have a volunteer group in our parish, who maintain a public, PC owned field for them. The PC agreed to pay the group a sum each year in June.
The Clerk has finally got paperwork sorted, and has now proposed to the group that the PC will pay them quarterly from now. Does she gave authority to do that? Also, should she backdate the payments to when the council agreed it? It is not the volunteer group's fault that she has taken so long to produce paperwork .

Unless there are others factors you have not mentioned, your Clerk should execute the terms of the resolution passed by the council and duly recorded in the minutes.

Thankyou for your response - few other factors - the council agreed to the arrangement, and the cost - recorded in the minutes.  There was no mention of staged payments - the clerk is now saying to the group it should be paid in arrears - again, not mentioned at PC meetings - and the arrangement has been on the agenda multiple times.  There were no details for payment - apart from an understanding that the PC would need to pay upfront to allow the insurance to be purchased. Does the Clerk/RFO have any authority to create their own payment scheme?
