Our standing orders state that 'the Proper Officer shall receive and send general correspondence and notices on behalf of the Council except where there is a resolution to the contrary".  Does this mean that, if the council agrees, a Councillor can receive and send correspondence to an external party on a particular subject (rather than asking the CLerk to do so if they are too busy)?

Yes. It's always advisable for the Clerk to receive a copy of everything, but if the Council has chosen to authorise a Councillor to take the lead, that's ok. Clerks are incredibly intelligent human beings(!) but don't know everything and sometimes there is a Councillor with specialist knowledge who is better placed to advise the Council.
