If a chairperson refuses to convene an extraordinary meeting within 7 days of receiving a written request from 2 councillors, and then 4 (or more) councillors convene a meeting despite the chair’s refusal to do so, and if the chair then attends the meeting convened by the other councillors.....

Would the chair be entitled or debarred from chairing the meeting they refused to convene?

The Chair will preside over the meeting as they have been elected as Chair of the Council, if they do not attend then the first item has to be to elect a chair for that meeting.  If no one steps forward everyone goes home as every meeting needs a chair to preside over it.
