Can the PC ask employees to compete a new style of work sheet?

Perhaps we need a little more information here.  Which employees and what do you mean by a work sheet?

The employees are groundsmen who have responsibilities for a recreation ground, their line manager is the Clerk. The work sheets would be for the groundsmen who already have a sheet but is not always completed.
The work sheet at present shows their work in terms of morning afternoon but the Council is attempting to see how long activities take so will be refining the work sheet to show this. This means we can them see whether we need to employ another ground person.

I'm still not entirely sure why you're asking this question.  Presumably the ground staff existing worksheet is completed for a purpose so changing it for something more appropriate is part of the normal management of that task and shouldn't bring any question of whether changing it is appropriate.  If you're attempting to review the work of the groundstaff with a view to perhaps changing their working times or pay, then perhaps you should get some advice from an HR specialist or perhaps ACAS as there are accepted ways of doing this and you have a better chance of making changes if you have conducted the review in accordance with accepted practice.
