When a full council meeting is chaired by resolution by a councillor in the absence of the chair/vice chair, who signs the minutes of that meeting at the next parish council meeting?

Whoever is chair of the meeting at which the minutes are presented.

Who is presenting the minutes for acceptance is immaterial whether they were or were not present when the minutes were taken as they are are presented for councillors to accept or reject not the chair. It would of course be good policy for those who were not at the minuted meeting to abstain whether chair or councillor
