Our local Parish Council always holds its meetings at the Chairpersons house and alcohol is often served. Is this contravening any legislation please?

It is a meeting of the electors so anyone on the electoral  role is invited, is their house big enough would be the first question.  The second one would be is it a public place so that people feel comfortable attending as they might not want to go to their house.  The third one is if there are lots of residents there, can they get out in the case of a fire because a public meeting is being held.  You can serve alcohol we often do after ours.

It would seem not.  But beware  LGA 1972 Schedule 12  Part III  Parish Meetings 14(5)
