Can the elected chair propose or second nomination for other positions at first annual meeting of council?

We are to become a new Town council and hold the first annual meeting later this month. My question is can the councillor who is elected as chair of the council propose or second nominations for other positions such as vice chair or committee members?

Unless your standing orders say otherwise, I'd say yes they can

Thanks for your answer. Being a new TC we will have to vote on the standing orders but the draft follows the NALC template.
