Can councillors who do not attend a parish council's Annual General Meeting be appointed in their absence to committees?

At a parish council's Annual General Meeting when committees and working parties are appointed, is it possible for councillors to be appointed to committees and working parties if they do not attend the Annual General Meeting themselves?  In otherwords, could either the Clerk nominate a councillor or a councillor nominate another councillor to be a member of a committee or a working party even though the councillor they nominate is not present at the Annual General Meeting?

We do, but then we might not be following correct procedure!  Our clerk asks councillors to express a preference for which committees they want to serve on and then presents a list for each of the committees at the Annual Parish Council meeting which is then agreed or amended and agreed.  This can therefore mean that if anyone is not in attendance at the meeting they can find themselves volunteered for a committee whether they've expressed a preference or not just to ensure minimum numbers are met!
