I understand the six month rule however on average in any given year a Councilor attends 50% of PC meetings and for periods of 15 - 40  minutes only. During a period of two and a half years this councilor has been in attendance  for only one meeting. Is this acceptable?

Do you mean one meeting for it's entire duration? It isn't acceptable but the cllr is fulfilling his or her obligations to be a holder of public office.
