Either Elected or Co-opted where does the obligation to provide free on demand labor and support for others schedules and ideas which do not resonate personally. This ideology returns at particular times including during the co-option selection process which almost is a caveat for the position.

I think your question is based in two separate areas. The "volition" use denotes a desire or want to follow a certain path of principles by those aspiring to be a councillor. The second part is of course embedded in democratic principles of open debate and decision acceptance  of the majority.  Both should be complimentary to each other.

Quite but all give, give, give and take ,take, take with no reward in equilibrium sets an unbalanced scale would you not agree. The co-option route can be avoided at a cost but even this adds to more point scoring.
