Our local Parish Council intend to sell a building that the Parish owns, to the local Community Land Trust at market value, without consulting the parishioners. Are they allowed to do that? Thank you.

Yes.  There is no compulsion to consult.  They must, however, comply with the provisions of Section 126 of the Local Government Act 1972.
