It's worth checking the governing document of the village hall. On very rare occasions there might be a clause placing a restriction of this kind, although it's usually only in respect of voting rights. I arranged an AGM of a Playing Field Association last week at which the Chairman didn't get a vote, as he lives outside the village, although he would have been required to exercise a casting vote if needed.

It needs of course to  ascertain the position of the village hall. Being a village hall as opposed to a parish hall ( designation for one controlled by the PC) then depending on whether it was independent or a charity would require that their "rules" or "incorporation documents" would answer that question.
