We were informed that the rest of the agenda was for Councillors only.

The agenda items where public excluded were:

2010/11 Audit

Statement of Finances & Orders for Payment

Section 137 Payments/Donations (Mid year Payments)

Community Council Donation

Some of your question did not reproduce on my computer (I am not savvy with the technical jargon). From what I can read; there is absolutely no cause to exclude the public from these items and doing so is likely to give rise to public suspicion.
