If at a  Full Council (or any Committee) meeting the elected  chair and vice chair  fail to attend are the remaining  Cllrs able to elect a chair for the meeting from amongst themselves?

Yes, or cancel the meeting.  You have to have a chair for the meeting to be legitimate. Don't forget that the meeting still also has to be quorate.

I am also assuming that that the stand in chairman counts towards the the quorum total ?  Is it also true to say that the chairman also has the power to vote on any vote ie as well as a deciding vote in the event of " a draw"
