In the HMRC manual (eim67315) NALC suggest Clerks should not claim expenses - how many follow this?

The wording is ambiguous, but I don't think it means that Clerks shouldn't claim expenses. The NALC guidance note on processing staff expense claims includes the following:

"Entitlement
Staff incurring legitimate expenses on council business should be reimbursed where an agreed policy is followed.
Home-based staff may be able to claim a tax-free allowance for the cost of utilities."
