Parish & Town Councils arre free to devise their own co option process so they can make this as open or closed as they wish.  I think it is better to do this in public and if somebody wants to make a video recording that would be valid too.

In public, although the voting process may be out of public sight (secret ballot).  A recent very comprehensive discussion amongst clerks highlighted the various opinions and therefore advice to council on the matter (not consistent).  IMHO it should all be public
