talking about police speed gun and which villages to suggest they prosicute and which villages get warnings only

Councillors cannot make decisions by emails between meetings, well not legal decisions anyway.  If you are talking about a speed watch group with a speed gun, they don’t have the power to prosecute, the information goes to the police and they send warning letters.
