Would someone please explain the difference between Working Group and Panels? I am getting confused. Thank you!

I don’t think there’s a real difference but it all depends on their terms of reference
To me panels / working parties make recommendations
Committees / sub committees make decisions that are binding on the Council

...and they have many other alternative titles, but if they aren't a committee or a sub-committee, they're a "something else" and can set their own rules outside the LGA framework.
To me the difference is a working party does all the work and investigation and a panel is made up of planks of wood brought together to look good :D
Ah yes, but sometimes a working party can look like planks too!
