It would of course depend on the committees terms of reference regarding the scope of what decisions they are authorised to make on behalf of the council. If they are fully authorised to agree such a document by the council then it is as if the council has agreed. It would be an dangerous thing to give a committee carte blache without it being placed before the council for verification first
