You must be physically in the meeting room to cast a vote in England. I understand Wales have enabled remote/hybrid particpation through own legislation whereas Westminster opted not to at this time (2020 for obvious reasons enabled it). A parish officer can have delegated authority to make certain decisions laid out in a robust scheme of delegation (that may include consulting members/role-holders) outside of meetings.

Ah yes, forgot about Wales, but my understanding is that attendance at a meeting is still required albeit remotely in Wales
