hi when a clerk leaves is it normal to ask they sign a none disclosure agreement and what would it cover also to give them a letter supposedly indemnifying clerk from and legal wrong doing  both seem odd almost as though chairman knows something

Answer - No.

Question Would it cover giving them a letter indemnifying them ... from legal wrong doing.
Answer (which amounts to another question) - in what circumstances would you enter into a formal agreement with someone to excuse them breaking the law?

If you wanted a NDA in place it is normal for that to be signed at the start of the relationship not at the end. You have no leverage to get them to sign it now. Unless they are getting paid off for not disclosing something.

I would hope any Council considering this idea has a full audit trail showing who voted for this idea and what legal advice was requested and given
