No, certainly not. Although it helps in many activities to have computer access and a personal email address. Many libraries provide computer access, sometimes including a certain amount of free time.

As counterpoint says no. However it’s good practice to know why they don’t use a computer/email. It could be an educational or affordability issue. If it is the former then there’s lots of courses to help or maybe even a fellow councillor/clerk can assist.
