As within the Standing Orders the recording of meetings wholly permissible by the Public, should they have to declare or ask permission to record a meeting or is it courtesy, and are sitting Councillors also at liberty to record a meeting and again is it courtesy or simply permissible.

There is certainly no need to seek to permission to record a meeting, as that permission is granted by statute. Whether people choose to notify as a courtesy is a matter for the individual. The same rules apply to members of the council, although I would expect a member to mention that it was their intention to do so. That's just a personal view.
