Is a decision invalid if it contradicts a resolution that has just passed?

A Parish Council resolved to adopt a Committee's terms of reference which states the Committee consists of 3 Councillors only, and makes no provision for more of fewer members. It then immediately decided to appoint 5 councillors apparently not aware of the limit. Being incorrect and contradictory, is the resolution invalid?

I would say it is valid.Resolutions are not permanent, and the most recently made should stand.unless or until it is superseded.  However it makes you wonder if the Clerk was having a snooze.
