That would be the view of the editor, providing doing so would not create a libel.

But there is no need to, and no need for them to be read out at all.

If you are talking about a resignation letter that is read out, the text of the letter does not have to be minuted.  However, there is no reason why it cannot be reproduced in a Parish Magazine unless some part of the text contains information that the Council resolved to be exempt or confidential.  The editor may choose not to allow it to be published though.
