It's hard to say without knowing the details. There do exist bad clerks and bad chairmen. In your earlier post you mentioned that the chairman was holding council documents. That is not acceptable unless it has been done on the basis of a council decision. The chairman has scarcely any powers beyond that of every other councillor, and certainly no right to take executive decisions.

It is not always easy to find a good clerk, and any employee should be treated with respect if they are to succeed. Your earlier comments suggested this was not done.  So the short answer is that there may well be a problem with this chairman.
