If a quorum is set to ⅓ of councillors and that results in a fraction of a person, do you round up or down? I'm assuming up as the quorum is at least ⅓ and rounding down would be less than ⅓. But is there precedent?

You always round up, so the quorum for a council with 11 councillors would be 4.  Remember too that it is the number of councillors you should have not the number you've actually got.  So a for a council of 11 seats but with only 9 actually filled, the quorum would still be 4.
