Is it right for the full council to have discussions about decisions brought to full council by sub committees or are the decisions at sub committees final and the full council just say yes or no to them?

Is it written in law?

That is a matter for the council to decide. When a committee is created by the council, it should be given terms of reference. They will say whether the committee is able to make any final decisions. By default, all decisions come back to the council. (I take it you are referring to committees - sub-committees are set up by committees and are rare in town and parish councils).

Only if the committee has been given delegated powers to make the decisions by the full council. If not committee decisions are only recommendations for full council to decide up on.
