It would seem sensible for the council as a corporate body to seek professional third party to prepare document. The text justifying an “Assets of Community Value” can often be lengthy and nuanced. The only bit that I would consider problematic is the concept that a chairman would “sign off” it because the council as a body should be at a meeting of said council.

The extensive text was completed by local villager,presented to local authority by Parish council signed off by Chairman.
The question is can a non parish councilor complete the ACV application ,and have it signed by Chairman?and presented by the Parish ?
Yes they can if the council decides to accept the application and ratifies it.  It is like getting a solicitor to write a lease, which the council would approve and the Chair signs on their behalf.
Understood,interestingly the Parish minutes do not note the submission of the AVC application, and who signed it off ?
