My Parish Council recently cancelled a public meeting because it publicly admitted that it had not displayed notices of the meeting for three clear days before the meeting was to take place.  However, it did hold an 'in camera' meeting on the same night  which had also not been advertised on any of our 9 public notice boards but at which some important decisions about the fufture of the council were made.  

Was the 'in camara' meeting unlawful?

I think so. Essentially a council can only make decisions on items that the public have had notice.
