3 councillors have offered the job role to a candidate for the clerks role , without bringing it to a full council resolution.

I don't believe there's a legal authority requiring the whole council to have to resolve to employ staff so technically a committee can provided that the "committee" has been duly authorised to act on behalf of the council in this matter.  It would be more usual in a small local council that the staffing committee undertake the recruitment process up to identifying a suitable candidate and would then make a recommendation to full council.
