Can I ask my Parish Council's clerk for copies of minutes, including the accounts minuted in appendices?

When I asked for a copy of the minutes the Clerk emailed them to me, but without the accounts information in Appendix A.  Am I, as an elector, allowed to see what the Parish Council is spending our precept money on?

Yes you are. Any appendices are actually part of the minutes. Parish council minutes are a public record.
