NALC legal Topic note LTN6 is a good start if you can get access to it. Also see Local Govt Act 1972 Schedule 12 part III. Normally the meeting is organised by the Parish Council but I think there is no restriction on parish electors calling an additional one and setting the agenda. If they do that, the Parish Council chair may still have the right to chair it by default.

Thanks. We don't have a Parish Council so using the Parish Mtg mechanism to vote on a single issue.
Bit strange this. If you don't have PC I don't see that there is any official guidance.  Normally if 6 electors can demand a meeting then the PC must facilitate and help organise.  Having said that no matter what decision comes out of the meeting it is only advisory and cannot be imposed on the PC.  Essentially as I see it you are just organising a public meeting to gauge public opinion.  Happy to be corrected
It is possible to have a parish where a formal Parish Meeting entity is in force as opposed to a Parish Council served by a paid proper officer (Clerk) & Councillors are elected by paritioners on a 4 year cycle.  in such instances, the parish meeting consists of the local government electors for the parish whose purpose is to discuss parish affairs and exercise any statutory functions conferred on them   The parish meeting must assemble annually between 1 March and 1 June and on at least one other occasion during the year on a date to be fixed by the Chairman of the meeting  These are detailed in NALC legal Topic Note 3. Does this apply here?
A nearby town or parish clerk is likely to have membership of the local branch of NALC and be able to access the NALC legal topics for you. Otherwise, it can be difficult to get access to them.
