If we wanted to post a motion online and get the councillors to respond directly to the clerk can we?  Is it binding?

No, you can't do anything formal online.  All resolutions have to be made at a meeting, held in public and therefore minuted.

I'm totally with MrsAbster on this and would ask the question: why would you want to anyway?
The point here is that the general public, as well as Councillors, must also be aware of the motion (hence it should be clear on the agenda) with enough notice for them to decide if/how to engage with the public discussion and decision-making.
