Can the Chair of a parish council do a vote of no confidence in another councillor

Any councillor can table a motion of no confidence in another councillor but for what reason?  There is no sanction that comes with it...

Tried it with me but I pointed out that the electorate decide who their Councillors are not the Councillors
If they had gone ahead I feel they would have been in breach of the Code of Conduct
If a Councillor breaks the Code of Conduct then a complaint should be made to the Monitoring Officer if they haven’t then there’s nothing their fellow Councillors can do

In relation to the above can a vote of no confidence be declared in the Chair of council.
