Any councilor can propose a vote of no confidence in the Chair and if seconded, must be put to the vote.  The result is not binding and the Chair need not stand down if the motion is carried. However, such an outcome is usually indicative of a general dissatisfaction with the Chair and more often than not either the Chair steps down or mends his/her ways!
